Williams spoke at a news conference in Sharpsburg on Monday when Gov. Tom Wolf that he would not give more concessions to Republicans to come back to the table. Wolf first proposed the plan in February, but it did not gain enough support to pass budget negotiations this summer.
"I think sometimes in politics, persistence makes a difference," Wolf said. "And if at first you don't succeed, try, try again."
